Congress is moments away from deciding if there will be a government shutdown come Saturday the 21st. Many passport applicants and travelers are wondering if a potential government shutdown will affect their travel plans. The big question—will the government shutdown affect getting a passport?
What Is a Government Shutdown?
A government shutdown occurs when Congress fails to approve funding for federal agencies by a set deadline. Without this funding, some government services stop until the budget is approved, but essential services, like national security, continue.
A shutdown is expected to start on Saturday, the 30th, with effects beginning Monday, the start of the workweek, unless Congress reaches an agreement. There’s no set end date, but it might last until the new fiscal year begins.
If Congress doesn’t meet the deadline, it can pass a temporary funding plan called a continuing resolution to temporarily keep the government running. In September, Congress used this option and set December 20 as the new funding deadline.
How a Shutdown Can Impact Passport Processing
Passport Agencies Funded by Fees
Passport agencies rely mostly on application fees, not tax dollars, so they often stay open during a shutdown. However, delays can still occur if there are fewer workers or logistical issues.
Federal Government Jobs Affected
Many federal workers are furloughed during a shutdown. This includes people in jobs like mail processing, background checks, and administrative support. Fewer staff can slow passport processing, create backlogs, or delay shipments.
TSA Workers and Travel Impacts
TSA workers are essential, but they may have to work without pay during a shutdown. In the past, this led some TSA employees to stop working. As a result, airport security lines got longer, making traveling harder, even if passports were ready.
USPS Operations
The federal budget does not fund the USPS, so it continues to operate during a shutdown. Mail services, including passport deliveries, should not be affected.
Expedited Services
Expedited passport services may continue but with fewer resources. If you need your passport quickly, it’s best to plan ahead.
Passport Acceptance Facilities
Some facilities, like post offices that accept passport applications, could have reduced hours or close if they depend on federal funding. This could slow down the process.
How to Avoid Passport Delays During a Shutdown
- Apply Early: Don’t wait until a shutdown happens to apply for or renew your passport.
- Use Expedited Services: Private services like The Passport Office can help you get your passport faster, even during a shutdown. They offer walk-in and virtual appointments.
Uncertainty About Shutdown Length
There is no set timeline for how long a government shutdown could last. If one occurs, it may continue until a new budget is approved. Planning ahead can also help you avoid problems.
