How to Get Your U.S. Passport in a Hurry

The U.S. Department of State Passport Services recently increased the waiting period for passport processing causing chaos e frustration for would-be travelers. Routine passport processing which, for many years, took only six weeks to complete now requires up to 10 weeks or more. Expedited services can take up to four weeks instead of the usual two.

The increase in processing times is a response to a 44% increase in passport applications. Two factors have contributed to the greater demand. One, the months of February through April are usually high-volume months due to the fact that travelers are preparing for both Spring break and summer vacations.

Two, a new law that went into effect January 23 of this year requires all persons, including U.S. citizens, traveling by air between the United States and Canada, Mexico, Central and South America, the Caribbean, and Bermuda to present a valid passport, Air NEXUS card, or U.S. Coast Guard Merchant Mariner Document, or an Alien Registration Card, Form I-551, if applicable.

Many travelers who were unaware of the increased demand applied for a passport thinking they would receive it within a few weeks. They then found themselves desperately seeking a way to get their passport in time for their scheduled trip. Following are just a few of the numerous messages U.S. Passport Service Guide has recently received.

The National Passport Information Service has representatives available from 7:00 am to 12 midnight. However, you have about as much a chance to get through as you do winning the lottery. Following are just a few of the numerous requests from desperate individuals seeking assistance to get their passports on time.

“Are you able to expedite a passport application that is already being processed? Filed for passports for my wife and me first week in January for March 18 trip.

Now told they will not be ready until March 27, well after our departure date. Please advise.”

“I need to know the status of three passports for my children. We are leaving the country in two weeks and I thought we would have their new passports by now. Please advise.”

“My application has been processed, but will arrive too late for my trip. Can I expedite the process before 3/16? I cannot get through [to National Passport Information Service] by phone or e-mail to save my life.”

“My family and I applied for passports in January and when we went online to find out the status they said they would be sent on or about March 28th. We our leaving on our vacation on March 29th. We need our passports to travel. We are leaving in 2 weeks!!! Please direct me to the right person to speak to. I’ve tried calling the National service but can’t get through because of the large volume of calls.”

Travelers who are able to get through to the National Passport Information Service and set up an appointment as a regional passport agency found themselves facing extremely long and chaotic lines.

An efficient, although costly, alternative is to contract a private passport and visa expediter. Expediting services have a special relationship with the U.S. State Department that allow them to hand deliver applications and pick up prepared passports for their clients in 10 days or less. Fees start at about $ 59 and can reach $ 169 for same day service. This does not include fees charged by the U.S. government nor overnight delivery.

While the cost of passport expediting through a private service may be expensive, it can mean the difference between actually receiving your passport before your departure date and having to cancel your trip.

Getting A Child’s Passport

All children who travel abroad are required to have their own passport. This includes newborns and infants. There are 8 steps to obtain a child’s passport for minor under age 16.

Complete Passport Application Form DS-11

This is the form used when applying for a new passport. You can download an application form online or pick one up at a nearby passport acceptance facility. Many travel agencies also have copies.

Show Proof of Relationship

While a previous passport may be used for proof of citizenship, it cannot be presented as proof of relationship. Most frequently used documents include a certified U.S. birth certificate, a certified foreign birth certificate or a report of birth abroad.

Show Your Identification

For minors under age 16, both parents must appear with the child and present proof of identity. A valid drivers license is presented by the majority of parents who apply for their children. However, other documents that can be used include an official U.S. military ID, a U.S. government ID, a foreign passport with recognizable photo, a naturalization certificate or alien resident card from USCIS. The document you use needs to be valid and have a photo.

Provide Documentation of Parental Consent

This can be done by both parents appearing at the passport acceptance facility and signing or one parent appears, signs and submits a notarized statement of consent for the second parent. If consent cannot be obtained from the second parent, the first parent should provide evidence that he or she has sole authority to apply.

Provide Two Passport Photos of Your Child

There are many different locations where you can get passport pictures made. Most of the time it is fairly quick. Locations that offer this service usually understand the requirements for passport photos but it is good to verify to make sure. I have had to refuse pictures before because they were not the right size which is 2×2 inches.

Pay the Proper Fees

Fees include an application fee and an execution fee. If you need to obtain your child’s passport quickly, you can request that the application be expedited. The expediting fee is $ 60.

Present Your Social Security Number

The passport agent will ask you to provide your social security number. A $ 500 penalty can be imposed by the Internal Revenue Service on those who do not do this.

Once you gather the appropriate documents and present them to the passport agent, you can expect to receive your child’s passport within a few weeks if you request regular service and within two weeks if you request expedited service.

Citizenship for sale: Foreign investors flock to U.S.

NEW YORK (CNNMoney) — Good riddance, Eduardo.

Facebook co-founder Eduardo Saverin drew public ire last month following the revelation that he had renounced his U.S. citizenship, a move widely seen as a tax dodge. But thousands of wealthy foreigners are lining up to replace him, making investments here and putting themselves on a path to citizenship in the process.

The State Department expects to issue over 6,000 "investor visas" in the current fiscal year, which would be an all-time record. Other countries, meanwhile, are following the U.S.’s lead, keen to spur growth in lean economic times.

"Our goal is certainly job creation, and that’s what this program is all about," said Bill Wright, a spokesman for U.S. Citizenship and Immigration Services. "At the same time, it’s allowing somebody from a foreign country to come and invest in our nation."

Under the government’s EB-5 Immigrant Investor program, foreign investors can get conditional visas that allow them and their families to live, work and attend school in the U.S. To qualify for the visa, they must invest at least million in a new or recently created business, or 0,000 for businesses in rural or high-unemployment areas.

The investment must be demonstrated to have created or preserved at least 10 full-time jobs for U.S. workers within two years. Assuming this condition is met, investors and their families graduate to permanent resident status, and can apply for full citizenship three years later.

While the EB-5 program has been around since 1990, demand has been surging as of late, fueled in large part by China’s growing elite, who accounted for 70% of the roughly 3,500 investor visas issued last year. State Department officials expect the program’s quota of 10,000 visas per year, which includes visas given to the spouses and children of investors, to be filled for the first time ever within the next year or two.

Some critics of the U.S. program question the fairness of letting wealthy immigrants pay for special treatment, while others say investments and job creation claims need stricter vetting. Immigrants who arrive via the program have no guarantee of recovering their investments, and may face deportation if they don’t produce the required number of jobs.

Of the roughly 12,000 immigrants who’ve arrived on the EB-5 investor visa, just 39% have earned permanent residency, according to USCIS data.

There’s also the lengthy application and approval process — a 2005 study by the Government Accountability Office said the program’s reputation for red tape had dampened interest among foreigners in the preceding years.

USCIS press secretary Christopher Bentley said in an email that the agency "continues to take steps to enhance [the EB-5 program’s] efficiency and integrity." USCIS recently expanded the team of analysts responsible for evaluating EB-5 projects and proposals, he said.

Whatever the program’s problems, interest has been growing in recent years, and meanwhile, the U.S. has faced increasing competition from other countries trying to woo well-heeled foreigners with the promise of residency or citizenship.

In January, Ireland announced a new residency program for immigrant investors, and Australia unveiled a similar program last month.

"Governments are reinvigorating their policy and their resources around this," said Eric Major, the CEO of Henley & Partners Ltd, an international consulting firm based on the European island of Jersey that specializes in immigration assistance for the wealthy.

Around 20 countries currently offer residency or citizenship by investment, Major said, a figure that may soon grow with economies struggling in much of the developed world. Major said he had met with five governments in the past eight months to discuss such programs.

Demand shows no sign of slowing down, either. International travel, banking and communication have become increasingly easy, while Asia, in particular, is minting new millionaires at a rapid pace.
"At no time in human history have we ever been so mobile and has there been so great a wealth effect from China and India," Major said.

In the U.S., the immigrant investor program has been responsible for at least 46,810 jobs and more than .3 billion in investments since its inception in 1990, according to U.S. Citizenship and Immigration Services.

That’s a small fraction of overall foreign investment in the U.S., but it comes at no cost to the government. Were the EB-5 program to meet its 10,000-visa quota, it would contribute more than .4 billion to GDP and create or preserve nearly 75,000 jobs annually, according to a 2010 report prepared for the government by consulting firm ICF International.

The EB-5 program is up for renewal in the fall, and while USCIS says it has "no indication" that the initiative will be allowed to expire, some supporters are more wary.

"We can’t let our guard down," said David Andersson, an immigration attorney and president of the Association to Invest In the USA. "The deadline approaches and Congress just demonstrates a reluctance to get things done."

For foreign investors, Andersson said, the main appeal of immigration to the U.S. is access to good schools for their children or other family-related concerns.

That was the case for Jordan Gagner, a Canadian investment manager who came with with his wife and three children to Arizona in 2009. His wife had come down with a serious case of rheumatoid arthritis, a condition exacerbated by Vancouver’s cold, wet weather.

"We just thought, we’ve got to get down to a climate that’s more conducive to this disease," Gagner said.

Gagner invested in an assisted-living complex being constructed in Washington. He and his family now have green cards giving them permanent resident status, and plan on applying for citizenship as soon as they’re able.

"We’re fiercely proud about Canada, but there’s things we love about the U.S. that Canada just doesn’t provide," Gagner said.
